Updated September 2026. If you are asking who can legally buy property in DHA Karachi, the most useful answer starts with DHA membership and transfer eligibility. DHA Karachi does not treat every buyer the same way: citizens, overseas Pakistanis, foreign nationals, corporate bodies, minors, legal heirs and Hiba recipients can fall under different membership categories and document requirements.
This guide explains the current DHA Karachi framework in practical terms. It is not a substitute for legal advice on nationality, inheritance, taxation or foreign-exchange law. For a real transaction, always confirm the exact membership category and transfer checklist with DHA before paying a substantial token.

Start with current inventory and verify the buyer’s membership/transfer position before committing funds.

The Core Rule: Valid DHA Membership Is Required
DHA Karachi states that valid membership is required before transfer or Hiba documents are submitted. Its current membership structure includes Category A, Category B, Category C and several special/project categories. For most open-market civilian purchases, Category B is the key category; Category C is used for legal heirs and recipients through Gift/Hiba.
| Buyer / recipient type | Relevant DHA membership route | Practical point |
|---|---|---|
| Pakistani civilian buyer | Category B | Category B holders are eligible for sale/purchase of DHA properties. |
| Overseas Pakistani | Category B – Foreigners / Overseas route | Use current DHA category-specific membership documents. |
| Foreign national | Category B – Foreigners / Overseas route | DHA states foreign nationals are eligible for membership; confirm any other legal/regulatory requirements for the individual case. |
| Corporate body / company | Category B – Corporate Bodies | Corporate membership and authorised-signatory documents apply. |
| Legal heir | Category C unless already eligible under Category A/B | Inheritance transfer follows a separate legal-heir process. |
| Gift / Hiba recipient | Category C | Hiba is not the same process as an open-market purchase. |
| Minor | Membership through guardian | DHA FAQ confirms a minor can become a member through a guardian. |
1. Pakistani Citizens Buying in DHA Karachi
Pakistani civilian buyers can use the DHA Category B membership route for open-market purchase. Do not confuse tax status with basic membership eligibility: filer/non-filer treatment can affect transaction taxes, but the tax question should be checked separately under the current FBR rules at the time of purchase.
For a first purchase, the practical sequence is: confirm the property, verify seller/title position, confirm buyer membership, understand current taxes and transfer charges, and then proceed through the DHA transfer process. Use our Buy Property in DHA Karachi guide and DHA Karachi Transfer Process 2026.
2. Overseas Pakistanis and Dual Nationals
DHA Karachi’s current membership structure specifically includes a Category B route for Foreigners / Overseas. Overseas buyers should use the current membership form and provide the identity documents applicable to their status, such as CNIC, NICOP, POC or passport as required by DHA for that category.

Important: do not rely on old Power of Attorney transfer advice
The previous version of this article said an overseas owner could simply appoint a representative through Power of Attorney to complete transfer. That is not the current DHA Karachi position. DHA’s FAQ says a GPA holder cannot transfer a plot, and the owner/seller must complete the required Sign Before / biometric formalities before a DHA-designated officer. If the owner cannot attend the DHA office, DHA describes a separate request for a designated officer to carry out Sign Before formalities at the owner’s location, subject to the applicable process and expenses.
DHA also states that buyer presence is not mandatory for the transfer itself. That is different from the seller’s Sign Before obligation and different again from membership formalities. Overseas buyers should therefore verify the current procedure for their exact membership and transaction rather than using a generic POA template.
3. Can Foreign Nationals Buy DHA Karachi Property?
DHA Karachi’s official membership material states that foreign nationals are eligible for DHA membership, and its membership page lists Foreigners / Overseas under Category B. DHA also states that Category B membership is eligible for sale/purchase of DHA properties.
However, this should not be expanded into a blanket claim that every foreign national can complete every purchase without any other legal, tax, foreign-exchange or regulatory requirement. The old article listed a Ministry of Interior NOC and security clearance as universal requirements without a current DHA source; those blanket claims have been removed. A foreign national should obtain the current DHA category instructions and, where appropriate, independent legal/tax advice for the specific nationality, source of funds and transaction structure.
4. Companies and Corporate Buyers
DHA Karachi’s membership structure includes Corporate Bodies under Category B. A company purchase should therefore be handled as a corporate membership/transfer case, using the current DHA corporate form and authorised-signatory documentation rather than an individual buyer checklist.
Typical corporate due diligence should include confirming the legal entity, authorised signatory, board/company authority for the purchase, tax/registration details and the source of payment. The exact document list should be taken from the current DHA corporate membership and transfer instructions, not copied from an old blog checklist.

5. Can a Minor Own / Receive DHA Property?
The old article incorrectly treated age 18 as a universal DHA eligibility threshold. DHA Karachi’s FAQ states that a minor can obtain DHA membership through his or her guardian. A minor’s transaction naturally requires guardian and legal-document handling appropriate to the case, so the exact membership/transfer instructions should be confirmed before proceeding.
6. Legal Heirs and Inherited Property
Inheritance is not a normal sale. DHA Karachi has a separate legal-heir transfer process, and legal heirs generally use Category C membership unless they already hold qualifying Category A or B membership. DHA instructs legal heirs to notify the Transfer & Record Directorate and then follow the legal-heir instruction slip for the case.
DHA also states that a private “WILL” is not accepted as a substitute for its legal-heir process. After the owner’s death, the transfer is handled in favour of legal heirs under the applicable inheritance law / court order. Because inheritance cases can differ materially, do not rely on a short internet checklist for succession documents.
7. Gift / Hiba Transfers
DHA Karachi recognises Gift / Hiba as a separate transfer type. The recipient/donee can fall under Category C membership. The previous version of this article gave a simplified family list and generic documents; that is too broad for a legal transfer. Use DHA’s current Hiba instructions for the exact donor/donee relationship, membership status, affidavits and Sign Before requirements.

8. Buyer Presence vs Seller Presence: Do Not Mix Them Up
| Issue | Current DHA position |
|---|---|
| Buyer presence at transfer | DHA FAQ says buyer presence is not mandatory. |
| Seller / owner Sign Before | Required; DHA states property cannot be transferred without the owner’s required biometric / Sign Before formalities. |
| GPA holder executing transfer | DHA FAQ says a GPA holder cannot transfer the plot. |
| Valid membership | Required for seller/donor and buyer/donee before transfer/Hiba submission. |
9. When DHA Can Stop or Delay a Transfer
Being eligible as a buyer does not guarantee that a particular property is transferable. DHA’s current FAQs state that transfer can be blocked by issues such as missing title documents, an unresolved mortgage/bank clearance, active litigation or government investigation, or an outstanding GPA that must first be revoked.
- Verify the original title document and seller identity.
- Check whether the property is mortgaged or subject to a bank NOC.
- Check litigation/investigation restrictions.
- Confirm dues and transfer observations.
- Confirm membership validity for both sides.
- Use the exact current DHA transfer checklist before token/final payment.
